JOB DESCRIPTION: Zoning Enforcement Officer (Part-time)
DEPARTMENT: Property Maintenance Department

General Statement of Duties:
The primary duty of the Zoning Enforcement Officer is to enforce the zoning and other land use codes of the City of Marietta. Work includes providing zoning information, field inspections for code compliance, issuing citations, referring to zoning maps and plats, researching property legal information and testifying at hearings relating to violations and citations. The officer is also responsible for storm water management, special flood hazard areas and nuisance abatement.

Essential Functions:
1. Identifies, enforces and resolves zoning violations that are discovered by patrol, formal notification or anonymously.
2. Reviews and approves/disapproves all Zoning Use Permits.
3. Performs zoning permit inspections, based on approved plans, to ensure compliance with zoning codes and regulations.
4. Answers inquiries from architects, attorneys, real estate personnel, building contractors and the general public regarding land usage, zoning codes and related ordinances.
5. Performs land use and zoning inspections, as necessary, under the respective municipal zoning codes and issues notices of violations/citations for non-compliance.
6. Handles permitting applications and inspections for zoning permits, right-of-way permits, zoning variance and/or special exception permits.
7. Processes certificates for Variance and Zoning Use Certifications.
8. Researches and reviews legal descriptions, plat restrictions and property ownership information.
9. Testifies at hearings regarding notices of violation or citations issued to code/zoning violators.
10. Maintains official records of all business and activities, including complaints of violations along with photographs of the violation and the action taken.
11. Prepares and submits monthly violation status reports for Mayor, Director of Public Safety and Service, City Council and the Planning Commission.
12. Issues permits for special exception uses, and/or variances after having been approved in writing by the Planning Commission in the case of special exceptions and/or variances, or City Council in case of conditional uses.
13. Prepares related work as required or assigned by the Director of Public Safety and Service.
14. Enforces the zoning and land use codes of the Marietta Codified Ordinances.

Required Knowledge, Skills and Abilities:
1. Must have comprehensive knowledge of applicable city zoning and land use regulations, rules and procedures.
2. Knowledge of legal, administrative and procedural regulations.
3. Knowledge of office practices and procedures.
4. Knowledge of the geography of the City of Marietta.
5. Knowledge of land measurement and legal descriptions.
6. Ability to maintain regulatory records and to prepare/submit reports.
7. Ability to meet the public and explain zoning and land use concisely, tactfully and impartially.
8. Must be able to read, interpret, and decipher site plans and specifications relating to land use, landscaping and zoning code provisions.
9. Ability to recognize deviations from code requirements and from established policies and procedures.
10. Ability to maintain composure under stress.
11. Ability to maintain and establish effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse backgrounds.
12. Ability to read, analyze and interpret blueprints, maps, technical procedures or governmental regulations.
13. Must be able to take and pass the International Inspector examination within twelve (12) months of hire.
14. Ability to write reports and business correspondence.
15. Ability to interpret a variety of instructions furnished in written or oral form.

Education and Experience:
1. High school diploma or G.E.D with two (2) years of college preferred in land use planning, architecture or related field or a minimum of three (3) years of work experience.
2. General knowledge of drafting techniques including the use of GIS software and a working knowledge of standard surveying practice and note taking is a plus.
3. Knowledge of, or experience in, field inspection of construction techniques and materials is a plus.
4. Must possess and maintain a valid driver’s license.
5. Must occasionally lift and/or move up to 25 pounds.
