The purpose of the Development Department is to coordinate partnerships with community groups, pursue grant funding for city projects, and administer the Community Development Block Grant.

The Development Department also offers Housing Programs to income eligible homeowners. The funding comes from U. S. Department of Housing and Urban Development. These programs provide health and safety services for low-income Marietta resident's homes.

CDBG-CV substantial amendment to 2019 Action Plan

The City of Marietta’s notice and comment period on the proposed draft of its 2021-23 Consolidated Plan, associated 2021 Action Plan, and substantial amendment to its 2019 Action Plan to apply to receive its “Round 3” CARES Act (CDBG-CV) allocation opens on June 26, 2021 and closes on July 26, 2021. Notice of this notice and comment period was previously published in the June 11, 2021 edition of the Marietta Times, and the text of that notice is linked below under the relevant plan texts.

Members of the community and low-to-moderate income persons in particular are encouraged to read the plan texts linked below for public notice and comment purposes. A hard copy of each of these plans is also available for in-person review in the Marietta Development Department (304 Putnam St., Marietta, OH 45750, 1st floor), and up to 20 copies of the “Executive Summary” portion of the draft 2021-23 Consolidated Plan will be distributed on a first-come, first serve basis to members of the public.

Members of the public who wish to submit commentary on this plan are encouraged to put their comment in writing and send it to the Marietta Development Department. Public comment can either be emailed (to This email address is being protected from spambots. You need JavaScript enabled to view it.) or physically dropped off or mailed (to Marietta Department of Development, 304 Putnam St., Marietta, OH 45750). Any written public comment received on any of the draft plans during the public notice and comment period will be included along with the relevant plan when that plan is filed with the U.S. Department of Housing and Urban Development (HUD). Any public comment received after 5:00 p.m. on July 26, 2021 will not be considered or included with the filing.

A public hearing on the draft plans will also be held on July 12, 2021 at 2:00 p.m. at the Armory in Room 10, first floor (241 Front St., Marietta, OH 45750). Any member of the public who wishes to hear an oral presentation providing further information about these plans or who wishes to comment orally on any of these plans is invited to attend the public hearing. Reasonable ADA or language accommodations will be made available on the basis stated in the previously-published Marietta Times notice pertaining to the hearing.

During the period when this notice and comment period is running, City Council will concurrently be considering the adoption of a resolution in connection with the filing of these plans with HUD. Please contact the clerk of Marietta City Council if you are interested in the most current council schedule pertaining to the related legislation. Please note that the formal public hearing on the plans will be administered by the Development Department and held separately from the council schedule.
