The purpose of the Development Department is to coordinate partnerships with community groups, pursue grant funding for city projects, and administer the Community Development Block Grant.

The Development Department also offers Housing Programs to income eligible homeowners. The funding comes from U. S. Department of Housing and Urban Development. These programs provide health and safety services for low-income Marietta resident's homes.

November 1, 2022 Public Hearing Concerning 2023 Action Planning, Substantial Amendment to 2021 Consolidated Plan and Analysis of Impediments to Fair Housing Choice

The City of Marietta will hold the first of two public hearings in the development of its 2023 CDBG Action Plan on November 1, 2022 at 9:00 a.m. The meeting will be held in Armory Community Room 10, 241 Front St. The Marietta Development Department invites citizens to attend and bring suggestions, comments or questions pertaining to city needs or projects. Low- to moderate-income citizens are especially encouraged to participate in the meeting.

The City estimates that it will receive approximately $400,000 in CDBG Entitlement funds for CDBG Program Year 2023 from the U.S. Department of Housing and Urban Development (HUD). The City estimates the receipt of no program income in 2023. The City’s 2021-25 CDBG Consolidated Plan establishes goals relating to housing, infrastructure, neighborhood revitalization and the provision of public services. All activities in the City’s 2023 Action Plan must be within the scope of the Consolidated Plan, and the Consolidated Plan requires all assisted activities to be documented to meet the CDBG low-to-moderate income national objective. The range of potential CDBG eligible activities and national objectives are detailed at 24 CFR Part 570, Subpart C. The City intends to limit its CDBG-assisted projects to those which will not implicate displacement and are administratively feasible.

The meeting will also include presentation of a proposal to reprogram remaining Coronavirus CARES Act CDBG funding (CDBG-CV) under the City’s 2019 Action Plan. The City proposes to reprogram approximately $93,331.82 in CDBG-CV funding. The proposed substantial amendment is available for public review on the City of Marietta’s Community Development webpage, or may be viewed in the Development Department office at 304 Putnam St., Suite 2200, first floor, Marietta, OH, 45750.

The meeting will also concern a proposal to reprogram unspent Program Year 2021 funding to fund activities to be undertaken within the framework of the City’s forthcoming 2023 Action Plan. The City estimates at this time that approximately $104,154 dollars in Program Year 2021 funding may be so reprogrammed by a substantial amendment to the 2021 Consolidated Plan in tandem with the submission of the City’s upcoming 2023 Action Plan.

The City of Marietta will also solicit comments on its draft Analysis of Impediments to Fair Housing Choice (AI). The AI is a review of barriers that may affect fair housing choice in Marietta. At the above-scheduled public hearing on November 1, the Development Department will present information on the draft AI and solicit public feedback. The draft Analysis of Impediments will then be available for public review and comment until December 5, 2022. On December 5, 2022 at 9:00 a.m., the Development Department will host a second public forum in Armory Community Room 10, 241 Front St. to receive final comments on the AI before adopting the final draft as the City’s framework to Affirmatively Further Fair Housing. Any comments received will be considered in the final AI and be made available to HUD. Homeowner Rehabilitation Assistance Programs

Community Development Block Grant (CDBG) Information
